I suspect that Gandalf is evasive in Many Meetings to avoid the larger and more scary questions that explaining his delay would raise. He instead focuses on Frodo's triumphs (the Barrow, escaping the Black Riders) and the safety within Rivendell thanks to Elrond's power. Gandalf steers the conversation towards hope: a spiritual balm for Frodo's wound.

Also, delaying the full conversation allows Many Meetings & The Council of Elrond to echo Shadows of the Past very nicely:

Frodo and Gandalf greet each other after a long separation.

Gandalf assesses Frodo's health.

Frodo and Gandalf speak one-on-one, during which time Frodo presses Gandalf for news, but Gandalf stops himself before going too in-depth before the time is right.

A new day dawns.

Over many hours, world history and ring-lore is slowly laid out before Frodo until the full weight of the present situation is revealed.

Frodo resolves to depart on a long journey.

Sam interrupts, is enlisted, and says something charming.
