Bilbo's "Translations from the Elvish" - how far were they known to Frodo?

So, Bilbo gifted the "Translations from the Elvish" to Frodo in Rivendel at his return to the Shire after the war and it is said that "they were little used by Frodo".

As Frodo had stayed only about two years in the Shire after the war and was mostly busy with finishing his own story - he did not have much time to study them. Then at his departure he left them with Sam.

But Sam, with his love for Bilbo's elvish stories and 60 years more when he had the original of the Red Book under his care, would probably have read them several time through. As such Sam was probably far better informed about Valinor and its geopolitical situation at his arrival in Tol Eressea than Frodo at his respective arrival there. What do you think?
