Frodo Failing the test!

Why did Gandalf trust Frodo to destroy the ring? How can he expeckt Frodo to throw the ring into the fires of Orodruin when he couldn't bring himself to throw it into his own fireplace. Is this Gandalf being wise or foolish?
 
I think maybe the original plan wasn't that Frodo would take the Ring all the way to Mount Doom from that night. He just went to get advice in Rivendell at first. After the Council, Gandalf is going with, so maybe he assumed he would be with Frodo the whole time, and could have helped him do it once they got there.
