Galdor will be a minor character, but he will be with us for the whole ride. We need someone with a special look, who people remember. Payne could be that guy.

I think both of the above suggestions are good, but I've been thinking about this character and I believe we have to go for someone younger. He's going to be with us for several years after all, and should not look too old at the council of Elrond. So he has to be under 30 today.
One great actor who could be an elf of the Falathrim is George MacKay. I think he'd be great, and be able to make a transition from being young and brave to becoming a wise and cautious old elf.
