In regards to Gandalf's line the the Mind's Eye production of LoTR: I always interpreted that line as more sheepish, almost a tacit apology to Frodo.
"Perhaps..too many?" in reference the fact that the flood almost washed away Frodo right along with the Wraiths, that either Elrond or Gandalf or both in concert created too large of a deluge in their eagerness to save Frodo.
It only works that way with the added line that isn't in the book.
