I nominate Russian actor Vasiliy Stepanov. He's been in a successful Russian movie, Inhabited Island, and I think a sequel. I'm afraid I don't know a lot about him, except that he is a master of hand to hand combat.
It seems he actually doesn't meet the criteria all the way: Apparently, he isn't a natural blond. But the wrong hair color has never stopped anyone. Anyway, he's got the looks for the role.
