We've had several suggestions for our Istari over the years. The most important aspect of Saruman's portrayal should be his mellifluous voice - sonorous, honeyed, smooth, could listen to him read the phone book. And one of his most important personality traits is his self-importance - he really does think very highly of himself, and should come across as somewhat arrogant/conceited/pompous. Other considerations should be his height (preferably taller than Gandalf's actor, so at least 5'9"), his age (on the older side), and perhaps surprisingly, not really his race - we'd like to have some racial variety among the Istari, so it's open choice for Saruman, and then we'll use that choise to make stipulations for Radagast or the Blue Wizards at a later time. It would not hurt if he were easy on the eyes - a distinguised, good-looking older gentleman.
 
This is probably typecasting but I'll throw Charles Dance in the ring early. He definitely has a ringing note in his voice and despite his characters being arrogant, they're not without some justification. Plus he can make Fifty Shades of Grey sound funnier just by reading it.

I will say that this man has a magnificent beard. I'm not sure I can see him as Saruman, as he seems like a fairly affable guy, and his character in this particular film seems to be rather self-effacing.

This list looks awesome, but I'd like to add George Clooney: he can tempt you with a coffee in Isengard, and I can imagine him and Gandalf in Valinor putting a team of Wizards together like in Ocean's 11 (only he is limited to just 5)

 
My nomination for Saruman is Bruce Greenwood.

I saw him in Fall of the House of Usher and he does a great job playing someone completely ruthless, but still has moments of being personable and charismatic, which I think would be great for Saruman in both before and after his turn to the dark side.

And here’s him with a very wizardry beard.
