So the Mouth is supposed to be from the area; I thought that the Mouth was from Umbar or somewhere northward.

Are you saying you’re objecting to her being from the area? I’m not sure she has to be from the exact same community as the family Gandalf is visiting, but she should have some connection or we’d lose the Shire feel of it all.

I simply assumed she would not be from the area. But I'll work with it.

Well the important thing is that she isn't considered a stranger.

"The area" is indeed a very vague term...
Did we specify where this enclave is?

It is a port city to the south. Having her be 'of Harad' is what is required. The Mouth of Sauron shares the culture and history of the people of the enclave in a way that Gandalf does not. It is not her 'home town', but she is neither a stranger nor an outsider.

And yes, 'of African descent' is quite broad, and variations in interpreting that are welcome.
