The elves' call to go west

In NoME, and other writings, Tolkien states in vary degree that the Valar failed, or even sinned, when they grew wary in the fight against Melkor, and drawing back to their protected realm in Valinor, invited the elves to join them. If the Valar had not called the elves to go west over the sea in the first place, would their sea-longing remain? Or would they stay happy and content in Middle-Earth until the end of the World?

I think they would stay: If the Valar were still in ME to teach them and the bliss horded in Valinor were still in ME balancing out the marredness elves would be able to stay in ME still staying elves. Thar is not to say that the Teleri would not find the sea eventually and get friends with Ulmo and enjoy sailing, but it would be just sailing on the sea, not "sailing West".
