The Three Elven Rings, Their Source of Power, and the Sorrow of the Elves

Over the last two sessions we have been discussing the three elven rings, and this reminded me of an elven ring discussion that took place in episode 99, in which Corey discussed possible sources of the power of the elven rings (1:31:00, episode 99). In this episode, Corey speculated that it is possible that Celebrimbor placed the power not only of himself, but also of the other elf lords into the three rings (and possibly into the seven and the nine), which would explain the drastic reduction in the elves' power after the rings become impotent.

Tolkien said in letter 211 that the Ring of Sauron is a shows that "Potency (or perhaps rather potentiality) if it is to be exercised, and produce results, has to be externalized and so as it were passes, to a greater or less degree, out of one's direct control." Is it possible that this is true of the three elven rings (and possibly the seven and the nine)? If so, this could help us understand what Elrond meant when he said, "These things the Elves of Middle-earth have in some measure gained, though with sorrow." Is it possibly sorrow due to so much of the elves' power being expended in the making of the rings, as well as the works that they did with those rings?
