In the Hobbit, we don't get much feel for the lord of the Woodland Realm.

The casting instructions were: "weak, stern, //haughtiness of someone with low self-confidence,// not admirable, //short". Most of this was said as a comparison to Legolas, who we will want to portray as braver, and better and stronger in all sorts of ways.

I nominate Matt Smith.

Known from Dr Who and The Crown. Will be in Star Wars IX (unknown character at this point).

I'm not sure he meets all of the mentioned casting criteria exactly - but he could certainly portray a haughty, stern, weak and not awfully brave Sindarin lord. He's a really versatile actor. And while he isn't short, you wouldn't choose him when looking for somebody tall. Perhaps he doesn't have the typical elven look, but I think it would be good to look further this time, to make Thranduil a bit interesting and not just an elven lord cliché.

William Moseley.

A milder Thranduil perhaps, able to play more subtle tones and nuances, which could be quite interesting.
Known mostly for his performance as Peter Pevensie in the Narnia movie adaptations.
