"The Bone Harp, A tale of elfland", by Victoria Goddard is a fantasy set in a (very) thinly disguised Valinor. It explores relationships between those elves who stayed and those who went to Middle-earth and returned (either by ship or via Halls). Themes of redemption. Goddard is a pretty good fantasy author with plenty of books set in her own world, but only this one set in JRRT's. Her style is quite different from JRRT.
