Weird Device in Session 193 Field-trip

I rarely watch the field-trip portion of the episode but sometimes let it keep playing. At the beginning you were looking a device that had a crank on it, and I have an idea of what it could be (though the video is a bit grainy so maybe there's details I couldn't see). Could it be part of a rope making device? I remember seeing one at a historic farm event we went to, so I searched Youtube for rope making devices and found a medieval style.

The device in LotRO looks a little different and I don't see any hooks, but I think this very well could have been what the designers had in mind.

It's too bad Sam didn't get to see the rope-makers in Lorien.

I also happened to leave the video on a little into the game part, and saw that device. I had thought it was for lowering buckets into wells, only there wasn't a well there.
