Can the spirit of Caradhras control the weather around the mountain?

There is not much evidence, but perhaps there are some hints.

"Before they had finished breakfast the clouds had joined into an unbroken roof, and a straight grey rain came softly and steadily down... As they looked out of the window there came falling gently as if it was flowing down the rain out of the sky, the clear voice of Goldberry singing up above them. They could hear few words, but it seemed plain to them that the song was a rain-song."

Was Goldberry singing to celebrate the rain? Or was she singing up (down) the rain?

"This is Goldberry's washing day," says Tom.

Is it Goldberry's washing day because it is raining? Or, is it raining because it is Goldberry's washing day, and she is calling the rain with song?

It is not definite which. I infer, however, that Goldberry has sung up the rain for her washing day. If one genius loci, in the form of Goldberry can do this, then I guess that Caradhras can control the weather around his mountain just as well as Goldberry can control it around her house.
