I nominate Ayelet Zurer for this role. She's 47 years old, so she's a mature actress. However, she doesn't "look" like that at all. I still think that with her experience she'll add some gravitas to the character. She's been in quite a lot of projects. For example München and Man of Steel. For those of you who have watched Daredevil, she was Vanessa there - Wilson Fisk's love interest. I can certanily see her as Nurwen - a strong spokesperson and leader.
