Is the season 3 frame supposed to be about Bilbo learning about elves? I can't find a clear decision anywhere.

So I tried to write a message to admin about the casting subsection situation, but it turns out you can't message the admin.

So when do we start season 3? I didn't make notes and I can't find any info...
